What is it, where is it from (the picture and the creature) and is there any explanation where the picture is?

And why does it have a bandage on its 'arm'?

Looked it up and one place thinks it is a sea turtle without a shell (so a mutated sea turtle as it looks only vaguely like the sea turtles I just Googled) although there is a rotting one here if you can stomach it -

If it is a sea turtle it's probably one that is in the process of evolving into something else!
