Okay, no offence to the icon maker, because they're nice icons and she's neither the first nor the last to create some like this, but the subject of the first couple of lines here kind of weirds me out.

It feels like that's slipping from the realms of fan to the land of the stalker.

If I was famous and people were using icons of my girlfriend, or my ex, (unless she was a celebrity in her own right - like a fellow musician, or an actress) I would feel really weird about it. I'd probably feel weird about it even if she was more famous than me, actually.

As a fan, even if I really liked Jeanae (and frankly, as a person - just as a girl from the Midwest called Jeanae - I'm entirely neutral about her because I don't know her), I wouldn't want to have an icon of her on my LJ. It just feels creepy to me...

I am agreeing with you, I personally would not, and do not want to have a icon of someones ex-girlfriend, who is not famous, other than being the girlfriend on my LJ..doesnt make sense to me.

I think there are one or two people (and I don't mean the icon maker, necessarily) who clamour after Jeanae, because she's accessible and they think that she will be able to get them in wth the crowd.

Personally, I really doubt that's ever going to happen.
