OMG what a cunt! Let's be honest, fighting at chucking out time on a street full of pubs leads to brawling in any city - that's not just a specifically Welsh problem. I'm not saying that Welsh people giving people a good kicking for being English doesn't happen, but it certainly isn't an every day occurrence nor is it a general attitude of Welsh people to cause English people problems. M is English and he's never been in a fight in the years he's been down here since he came home from Germany.
Oh, srsly, no-one is trying to say that guy's behaviour was acceptable, and I'd be the first in there to slap someone down if they were; however attributing it to someone's ethnicity is just poor form and uber-ignorant.
