Ugh. The way the NHS deals with transgender people drives me mad. You'd think the emphasis would be on that which is most visible to the rest of the world, which funnily enough isn't what is in a person's pants. And the lower surgery can be horrific and cause a lot of problems, making it a pretty big decision that not all trans people choose to go through. To say that you can't have the upper surgery without having a much more risky surgery first is diabolical, as is saying that chest surgery is 'just cosmetic' and doesn't fall into the realm of gender reassignment.
