I did a bit of googling and could only find this which isn't exactly what you're looking for but maybe a step in the right direction? The Federal Trade Commission (FTC) enforces federal antitrust and consumer protection laws by investigating complaints against individual companies initiated by consumers, businesses, congressional inquiries, or reports in the media. The commission seeks to ensure that the nation's markets function competitively by eliminating unfair or deceptive practices.
Not maintaining a standard of service paid for by its users.
We've had blackouts, lost comments, lost notifications, service disruptions, changes to services we have already paid for, without notification or the option of returning to the purchased level, they don't beta test before publishing changes, resulting in days of bugs being fixed... their customer service is appalling.
I have no complaint myself really as I do not myself pay for the service but I see where you are coming from. It is horrendous that they expect paying customers to deal with the this type of service.

Something needs to be done.
